400cc Motorcycle at 17 years old?

Hi there,
I'm currently 16, seventeen soon. I live in the United Kingdom and am currently contemplating whether or not to get a bike or a car. I've had a 50cc 6-geared motorbike (Aprilia RS which did between 60 - 70mph) on the road for around a year now, and I do occasional track racing on bigger bikes (250cc & 400cc) so I'm a 'fairly' competent rider, and I've gathered allot of road confidence over the past year.

I've got to make a decision soon about what to progress onto, but I know I'm going to miss motorcycling so much if I chose a car. I'm put off by 125cc and 250cc bikes as they still seem like 'scooters' to me and there are very few with the riding position and styling I like (plus they still sound tinny!). Then I found the Kawasaki ZXR400, which naturally is a 400cc bike. Anyone familiar with the bike will know it's fairly little and light, and a great starter bike (or so ive been told) which suits me perfectly as I'm fairly little and prefer a lighter bike. Anyway, my real question here is can I ride a 400cc bike on the road in England at the age of 17 legally? (for reference I currently hold a provisional driving license, a CBT certificate, and a years no claims insurance on my 50cc) any opinion on bike choice etc. would also be greatly appreciated.
